I think I didn't word that precisely enough. Should have said that 
although the portal gives you access to most docs directly IEEE related, 
there are numerous paths where your membership doesn't keep you from 
hitting paywalls. I expected a "you scratch our back, we'll scratch 
yours" relationship between IEEE and the other CS and CE journals. I'm 
fuzzy on the details and can only say that after about the fourth time I 
was unable to get what IEEE was ADVERTISING AS AVAILABLE I got PO'd.

Also, as you've pointed out in the past, a key reason for being in the 
IEEE is to be part of a MASSIVE outreach and educational program that 
may have no peer on the planet. For many of us the membership dues are 
trivial in return for inclusion in this. For me $200 was a ton, but I've 
now un-retired and will probably renew again.
