[TriEmbed] Suggest pc as purchase needed

Hello Triangle Embedded 
I'm in the market for a new pc  and I'm not sure what to get.
The first question is what are you going to do with it?
program embedded devices like IOT and spark fun devices
The class that is coming up suggests 4gb memory and Windows. 
Email 
Must have USB ports
Must work with IOT and embedded programming 
I hope not to spend more $500 to $700.00 
What do you suggest 
What should I avoid and why
