It's true, criminals and those who are intentionally being malicious will not register their drones. Sort of like gang-banger don't register their guns or purchase them legally. It's the idiots who have no idea what they're doing when they buy a drone, crash into someone's brand new Mercedes and then take no responsibility for what they have done by walking away that I hope registration will catch.  Perhaps, if they realize they will be identified when they destroy private property because they won't operate them safely and responsibly, they will think twice before buying one. Perhaps. But then again, there are lots of idiots out there.
