That's an excellent point!  If the input to the regulator goes 
open-circuit, there's a good chance there's a big pile of filter 
capacitance on the output side that'll keep the output-gnd potential 
high for some time.  If regulators couldn't easily survive that, there'd 
be a lot of dead regulators around.
