Craig,

I think there must be an issue with your heater power measurement. You
should measure several amps for the heater. The hot air popcorn popper
below claims to draw 1500 Watts and my regular hot air coffee roaster
indicated a power draw of 1250 Watts on the bottom.

I feel at an absolute minimum you should see at least 5 amps and 10 or 12
amps would not surprise me. If you are seeing numbers below 5 amps, I would
suspect an issue with your measurement method. You could always use a power
meter to measure the power draw of the unit and back-calculate amps from
the power and line voltage. The Kill A Watt also indicates the amps drawn
by the load.
