[TriEmbed] Southeastcon 2017 hardware contest rules

I am writing the rules for the 2017 Southeastcon hardware (robot)
competition to be held in Charlotte, NC next April.

Several have heard me talk about the rules as I worked through parts of it,
asking for advice and feedback. Now that the rules are complete, I am
sending them out to everyone to solicit any feedback on any issues in the
rules, including things I may have missed, problems that can occur, areas
where the rules may not be clear, or even wrong.

I have build a prototype of the stage 1-3 mechanics and I am building the
electronics now and expect to have the prototype completed within the next
week, and then start writing the control software.

I have hand drawn schematics, but need to have them entered in a schematic
capture system for better presentation and to eventually make PCBs for the
various stages (the electronics is simple enough I am hand building the
prototype).
