I'm trying to rule out everything else before saying the fault is with
the arduino.

Does the arduino send packets to a service using a domain name or an
IP address ? Have you independently checked the the receiving service
is working and accepting packets ? The arduino is not sending to a
dynamic IP address is it (ie at home) ?
