You didn't really give a specification of what your speed issues were. More Cores can definitely help., but you may need to use threads, communicating processes. In any case, here is a small computer that is in your price range. I use a 2-core 2GB version for XBMC (KODI). It works pretty well and I will probably use it for some other applications as well in the future.
