I watched the Adafruit Ask an Engineer this past Wed. 3-2-16 and she
covered some information on heat limits in the Q&A at the end.  They had
received the Pi 3 three hours before broadcast.

They also posted a video where they hooked up a power monitor as they were
powering up running code etc.  I have not watched this so I do not know how
much of this that they achieved.  This was recorded later the same day as
the above broadcast.
