I would use a standard motor with a shaft that has a cam or two on it. As the
shaft turns, the cams move the hopper up and down. I built something like this
as a kid with my Erector set to create a vibrating powered sifter (a hopper with
a screen bottom -- yes absconded from the kitchen). Looking back on it now I
would have done better to include a more circular motion as well like how you
handle a sifter by hand. But in your case, the vibrating up-and-down motion
sounds like what you want.
